We’re Weathering the Same Storm, We’re Not All in the Same Boat

A message from our President & CEO Jesse Beason

These are trying and uncertain times. This virus has laid bare that our health, economy and democracy are inextricably linked. And it’s made clear that whether we’re Black or white, Latino or Asian, Native or newcomer, we’re all in this together.

But COVID-19 is also highlighting what was already true—while we’re weathering the same storm, we’re not all in the same boat.

While I type this in my makeshift office, my partner is at our dining room table fighting to make sure it’s not just the squeaky wheel getting the grease. He works in public education. Every day, it’s the kids that have laptops, wi-fi and parents with time and money that are successfully navigating this new learning space. But what about the kids whose housing and a chance at three meals a day has been taken by this virus? The kids who don’t have access to a computer or reliable internet? We’re failing them. And given our country's past, it's not surprising these kids are less likely to be white.

The same goes for adults. Black, Native and other people of color—across urban and rural communities—are more likely to be laid off or confined to dangerous jobs that cannot be done from home, denied proper protective equipment, and faced with barriers to adequate treatment and care.

It doesn’t have to be this way. We can pull through by pulling together as we’ve done in the past. All of us. Together. We define what possible means.

Over the coming months, the choices we make as individuals can reflect the best of what we know this region and country can be, where we look out for one another no matter our differences. The choices our governments make at this moment can do the same, setting a better course for the future of our communities. That course can’t just be a return to business as usual. We know that business as usual left too many of our neighbors behind.

There are proven solutions to the problems we face both in this crisis and those that existed before it. Philanthropy is uniquely positioned to help our leaders and our communities seek those solutions out. I hope you’ll join us in that effort. Because the future—our future—is what we do together.

May you, your families and communities be well. And may all of us rise to meet what this moment requires of us.

Why We Endorse Measure 101

Measure 101 protects healthcare for 350,000 Oregonians.

Everyone deserves the chance to lead a healthy life. That includes affordable healthcare, and that's why we’re proud to join over 60 groups in endorsing Measure 101.

Jefferson County School District 509-J's Board Should Reflect Its Students

In Oregon, we value everyone’s voice; we believe democracy only works when everyone’s point of view is represented. That means decision makers, from school board members to city councilors to state legislators, need to reflect the communities they serve. We know our communities are healthier when elected leaders can truly speak to their neighbors’ experiences and needs.

Unfortunately, that rarely happens. For example, fewer than 30% of Jefferson County School District 509-J's 3000 students are white. The majority are American Indian (34%) and Hispanic (34%). Nearly all of 509-J's American Indian students live on the Warm Springs Indian Reservation. And yet, 509-J's five-member school board has generally only had one board member from Warm Springs at a time. Most have come from Madras, which is 66% white.

509-J's school board hasn't reflected its students, and that shows in the school district's graduation rates. In Oregon, which ranks 49th of 50 U.S. states for its high school graduation rate, 509J is in the bottom 15% of school districts. Only 57% of its students graduate in four years.

Why is this, and what can be done to change it? According to KWSO Station Manager Sue Matters, who is running for position 2 on 509-J’s school board this May, the district has focused too much on test scores and not enough on communicating with, listening to and considering input from teachers, students, families and the community. The people who don't show up at family nights, who aren't represented by the school board, are the ones the school district needs to reach out to the most and try their hardest to engage.

Warm Springs Chief Operations Officer Alyssa Macy, who is campaigning for position 3, agrees communications between the board and community could improve. She also believes education is strongly linked to communities’ wellbeing.

Sue Matters, whose two children went through 509-J schools, served on a number of school site councils, so she is familiar with the schools’ strengths and challenges. As Warm Springs Radio's station manager, she's also grown comfortable interacting with community leaders and communicating what they say and do to her fellow Warm Springs residents.

In Sue's opinion, Jefferson County 509-J schools, the school district's board members and administrators, worry about the wrong things. They punish students for trivialities like wearing hats to school, when they should foreground students’ academic achievement; be aware of students’ family life, mental health and other individual needs; and ensure their schools are a place youth feel welcome. They think conventionally, attempting to apply methods that have worked to boost other schools' test scores and graduation rates, when they should realize that their community and schools are unique and one size does not fit all.

Alyssa Macy grew up in Warm Springs, and she now has two foster children who are students in the Jefferson County School District 509-J. Alyssa has plenty of experience advocating for indigenous peoples nationally and internationally. She wants to improve graduation rates for students in her community and expose them to as many opportunities as possible.

With the May 2017 election, Jefferson County School District 509-J faces a pivotal moment. Three of five school board seats are up for grabs, and a Warm Springs resident is running to fill each of those seats. This year, 509-J's school board could reflect its student body. Hopefully voters will make that happen.

Join us in support of thoughtful, national, comprehensive immigration reform

As philanthropic organizations, we work hard every day to support thriving Oregon communities: We seed small businesses and job opportunities. We partner with communities to provide kids and families with quality, affordable care and education. We create safe, welcoming spaces for people of all cultural and religious backgrounds. We invest in affordable housing, clean rivers and healthy neighborhoods for all Oregonians. And most importantly, we support diversity, because inclusive communities are strong communities. Our immigrant ancestors and our immigrant neighbors enrich our understanding of the world, our communities and ourselves. Oregon and the U.S. are stronger with all of us.

The recent 4-4 tie decision by the Supreme Court in Texas v. United States leaves in place a lower-court decision halting the implementation of expanded Deferred Action for Childhood Arrivals and Deferred Action for Parents of Americans. It puts the lives of millions of immigrants and their families on hold. This deadlock prevents an estimated 5 million immigrants from gaining work authorization and protection from deportation. It also prolongs the worries and fears of their 6.4 million family members, not to mention their friends and neighbors. Our friends and neighbors.

The original Deferred Action for Childhood Arrivals program has benefitted nearly 730,000 individuals and their families, allowing young adults to stay in their home — this country — while working and going to school. In the face of last week’s decision, we are more committed than ever to supporting the strength and resiliency of immigrant families and communities.

By welcoming immigrants, we foster thriving communities that benefit us all. We welcome families that have endured incredible hardships to leave bad situations to provide a better future for their kids. We welcome more entrepreneurs and more customers for local businesses. We welcome children who will grow up to be doctors and teachers, business owners and artists. We welcome neighbors, co-workers and friends who share our deepest dreams — the freedom to speak and pray, and the opportunity to raise healthy, happy families.

DACA and DAPA are a critical step in providing immediate stability to our neighbors, but they don’t fix our broken immigration system. We invite both our colleagues in philanthropy and decision-makers at every level to join us in support of thoughtful, national, comprehensive immigration reform. Only by addressing both these immediate needs and long-term challenges can we ensure the health and prosperity of a diverse and thriving Oregon.

A Letter from Outgoing Board Chair Rev. W.J. Mark Knutson

Recently I returned from a National Summit on Welcoming the Syrian Refugee in Detroit, Michigan. It was an inspiring summit focused on hospitality and hope in a time in this nation when people of goodwill must speak out.

On the Sunday after my return, I was surprised to the core by a celebration of 20 years as Pastor of Augustana Lutheran Church in Portland. It has been a journey in which we have grown from a small congregation to a large multicultural, multinational, multigenerational welcoming and affirming sanctuary congregation of justice seekers and peacemakers.

For nine of those 20 years, I have had the gift of serving on the board of the Northwest Health Foundation during a period in which Advocacy and Social Justice have been embraced.

Central to the work of the Northwest Health Foundation and the church is a vision of what is intended for the human family where all can fully live and give of themselves for the common good. At the heart of this vision are deep relationships that remind us we are all called to step out for social justice when others may hold back. To be unafraid and willing to take risks, since it is not about us but about the community and world in which we live, is vitally important.

The Northwest Health Foundation has championed a vision of what can and must be for children, families and communities in Oregon and Southwest Washington with the Healthy Beginnings+Healthy Communities Initiative. It has been a vision forged with communities themselves where the gifts and answers are already present. A majority minority board and staff, strong and collaborative partnerships with communities of color, diverse volunteer citizen lobbyists: these are intentional steps in a vision grounded in a commitment to equity, diversity and inclusion. The courageous leadership of President and CEO Nichole June Maher, and a board and staff that truly love and care for each other and our communities, have been vital in this process. Incoming board chair Vanetta Abdellatif knows this well.

If we are to live into the vision we so desire where all are welcome and can truly have life in healthy communities, it will take intentional daily steps with boldness and courage. There will always be voices that say it is impossible, but we know better. If organizations of all types from philanthropy to faith communities, from non-profits to schools, from businesses to government, answer the call to become the diverse and equitable organizations that reflect who we are not only today but 20 years from now, real change will come. The gifts and the knowledge are already present in our communities, and that makes all things possible. Yes, the best is yet to come.

2016 is the first year of Communities Collaborate, one part of NWHF’s Healthy Beginnings+Healthy Communities Initiative (HB+HC). The Collaboratives selected for HB+HC Communities Collaborate partnerships will work together to be a part of a local and regional transformation of institutions, programs and policies to deliver better outcomes in early life, equity and community health. In the first year of Communities Collaborate, Collaboratives will receive a total of $850,000 in support. 

 

How We Lost the Vote But Won the Day, The Story of the 2013 Portland Pro-Fluoride Campaign

In 2013, a coalition of funders, community-led nonprofits, advisors and other allies came together to campaign for water fluoridation in Portland, OR. Although the ballot initiative did not pass, the campaign succeeded in helping community-based organizations build capacity for civic engagement. In this article, we share our experiences from the campaign, the obstacles we encountered and our lessons learned.

Oregon Minimum Wage, Boiled Down

Current Minimum Wage

$9.25 an hour

Cost of Living

That depends on who you ask. According to the Economic Policy Institute's 2014 Family Budget Calculator, a living wage for a family of four ranges between $14/hour and $17/hour, depending on the county. The National Low Income Housing Coalition estimates a "rental wage" between $13/hour and $18/hour in order for a family to afford rent on a two-bedroom home. And the University of Washington's 2014 Self Sufficiency Standard suggests a living wage between $9/hour and $16/hour for a family of four.

There are two coalitions advocating for a higher minimum wage in 2016.

Raise the Wage Oregon proposes a state minimum wage of at least $13.50/hour, implemented by 2019. They specifically require that the legislation include farmworkers and restaurant workers. They also want to change the rules so that Oregon localities can set a higher minimum wage than the state minimum wage. (For instance, the City of Portland could set a $15/hour minimum wage, on top of the state baseline of $13.50/hour.)

15 Now Oregon demands a $15/hour minimum wage throughout the state, implemented by 2019.

Both coalitions hope that the February 2016 legislative session will resolve the issue. If not, though, both coalitions are working on gathering 10,000 signatures each so that they can qualify for the ballot measure titling process for November 2016.

Where does Northwest Health Foundation stand on the issue?

About a third of all jobs in Oregon pay less than $13.00 per hour, which for most Oregon families is not enough to pay for basic needs like housing, transportation, food and child care. We also know that costs to live in Oregon depend on where you live in the state, and that small, rural economies aren't the same as large, urban economies. 

Before we support any one approach to raising the minimum wage, we want to understand the issues better. We joined with North Star Civic Foundation to have conversations with communities throughout Oregon last week, and we're looking at all kinds of data as well. Keep an eye on this blog; we’ll report what we learn here in early November.

 

Q&A with one of our summer interns, Viktoria Perekurenko

Q. What have you learned from your internship at Northwest Health Foundation?

A. I have learned so many things from my internship! The biggest thing is that there is so much community health work going on in our region. It was great to learn about it in a classroom setting at PSU, but way more amazing to actually see that work in action and see how so many people can come together to create healthier communities. 

Q. What is your favorite memory from your time at NWHF?

A. My favorite memory from my time here was being able to go on site visits with Jen and Mike. It was so great to actually go into communities and see the amazing work that they are doing and see communities advocate for themselves. I was so encouraged to see that there were even groups in my own community who were working together to make our community better and healthier.

Q. What projects did you work on while you were at NWHF?

A. While I was here, the main project I worked on involved creating a database that included all community health-related contacts in the region we serve. My main focus was Southwest Washington, and I looked for parent-teacher associations, religious groups, early learning hubs, schools, districts, county leadership, medical facilities and anyone remotely related to community health... Let's just say I did a lot of Googling!

Q. What are your next steps after leaving NWHF?

A. After leaving NWHF, I plan on doing some rigorous job searching. My main goal is to figure out which aspects of community health interest me most and see how I can get involved in those areas. 

Q. As a Clark County resident, what do you love about Southwest Washington? What makes SW WA special?

A. I absolutely love SW WA (especially Vancouver!) I love the many trails there are to walk and bike, as well as amazing local food, markets and coffee shops. I love the Fort Vancouver National Historic Site because it is very beautiful and often has interesting events. I love that it is near a body of water and has accessibility to many recreational activities. I also really love that even though it isn't technically a small town, it still feels like one, and feels like one big community.

Q. As a recent college graduate, what is the weirdest thing about being out of school?

A. The weirdest thing about being out of school is having free evenings and actually being able to take Sunday naps, because there is no homework! It's also strange to see my friends get ready to go back to school and knowing that I don't have to. 

Q. If you could be on any game show, what game show would you choose? 

A. If I could be on any show, I think I would pick the Amazing Race, because it would be fascinating to travel to so many awesome places and learn to do so many cool things from other cultures.

Mini-grant Mondays

What are Mini-grant Mondays?

Every Monday in July Northwest Health Foundation will announce the winner of a mini-grant worth $100 on our Facebook and Twitter pages.

How can my organization enter?

Follow Northwest Health Foundation on Facebook and/or Twitter. On July 1st we will announce the beginning of the contest. All you have to do to enter is either (1) tell us what your organization will use the money for by commenting on our weekly Mini-grant Monday Facebook post, or (2) tell us what your organization will use the money for by tweeting to @northwesthealth with the hashtag #minigrantmonday.

We will announce our winners at the end of the day on Monday July 6th, 13th, 20th and 27th.

What can my organization do with the money?

Anything you want! You could pay for transportation to an event or advocacy day at the capitol. You could compensate community members for time spent participating in a focus group or advisory board. You could offer childcare at a community organizing meeting or event. You could buy flip charts, colored markers or other office supplies. Or...you tell us. The sky is the limit! (And nonprofit tax laws, of course.)

How will Northwest Health Foundation choose the winners?

We will select winners based on (1) how well your organization fits our guiding principles and commitment to equity and (2) your plan for spending the mini-grant.

Anything else I need to know?

You must be a registered nonprofit organization (501(c)3 or 501(c)4) working with communities in Oregon or Southwest Washington to enter. Mini-grants will be awarded in the form of Visa gift cards.

Dental Health Awards Announced

The Oregon Community Foundation, Northwest Health Foundation, Kaiser Permanente and other funding partners are happy to announce that we have awarded fifteen grants to improve children's dental health.

Healthy teeth is more than just preventing cavities. A child with tooth pain has difficulty paying attention in school, spends fewer hours in the classroom and ends up further behind their peers. With this funding strategy, we will improve educational outcomes by supporting the growth of comprehensive children's dental health programs in school settings. These programs will reach communities and regions in Oregon where kids are disproportionately affected by poor dental health.

Announcing Healthy Beginnings+Healthy Communities Organizing Grant Communities

As part of our Healthy Beginnings+Healthy Communities Initiative, we have awarded 25 communities in Oregon and Southwest Washington $30,000 each in grant funds. 

 

Over the next year, these communities will use their grant funds to organize themselves for five-year Community-Based Partnerships. Of the 25 Organizing Grant Communities, up to 10 will be selected for Community-Based Partnerships beginning in 2016. These partners will join NWHF in transforming institutions, programs and policies to deliver better outcomes in early life, equity and community health.

We look forward to working with all of the Organizing Grant Communities, who hope to impact everything from African maternal and child health, to families impacted by or at risk for family violence and sexual abuse, to rural Latino communities, and much more. With the support of our partners, Healthy Beginnings+Healthy Communities will help communities improve health, from birth to high school, by 2020.

How to Include People of all Abilities

Our Learning Together & Connecting Communities cohort Getting to know one another at our first Gathering.

Our Learning Together & Connecting Communities initiative is all about learning from one another and building relationships. So, on November 9th and 10th we hosted our first gathering with our Learning Together partners in Welches, Oregon. This included staff, clients and board members from nine organizations: Immigrant and Refugee Community Organization (IRCO), National Alliance on Mental Illness (NAMI Oregon), Autism Empowerment, Umpqua Valley disAbilities Network (UVdN), David’s Harp, Native American Youth and Family Center (NAYA), Disability Art and Culture Project (DACP), OPAL Environmental Justice Oregon and ourselves, Northwest Health Foundation (NWHF).

For Northwest Health Foundation, the greatest benefit of this gathering was the opportunity to learn how we can include everyone, regardless of ability, in future conversations and events. As it turns out it, it isn’t as difficult as it seems.

The key to inclusiveness is to ask, in as many ways as possible, as often as possible, what people need to participate. Ask as soon as a relationship is established. Ask a couple of months prior to a conversation or event. Ask again in the weeks leading up to an event. Ask at events. And ask post-conversation/event.

For this particular gathering,  NWHF started working with participants to make accommodations for physical and mental Disabilities in September. Prior to the event, we secured ADA compliant rooms at The Resort at the Mountain. We hired ASL interpreters. We worked extra breaks into the agenda for those who needed sensory breaks, and we planned a variety of activities (one-on-one, small group and large group, as well as visual, verbal, written, and kinetic) for people with diverse learning styles. 

At the event, we went around the room and asked each participant, whether or not they identified as Disabled, to voice how the rest of the group could help them feel included. One participant requested that we show appreciation with silent applause. Many participants asked that we leave pauses in the conversation so that everyone could have the chance to join in without having to talk over one another. Another participant said that dancing helped him participate. We managed to incorporate all of these requests with little extra effort.

Now that the event is over, our next step is to send a follow-up survey to our gathering participants. We will ask them whether they felt included or excluded at the gathering and why, and we will use the answers we receive to improve future events and conversations.

Organizations should be in the habit of asking these questions of everyone, because everyone should be able to participate in every event and conversation regardless of ability. Even people who do not identify as Disabled can benefit from this.

Northwest Health Foundation cannot say that we are experts in this area—not even close. In the past we have not been the best example of these behaviors. However, with the help of our partners, we are learning, and we hope to share that learning with the rest of our Oregon and Southwest Washington community.

Announcing our Learning Together & Connecting Communities Grant Recipients!

Northwest Health Foundation is thrilled to announce the grant recipients of our Learning Together and Connecting Communities Project.

Grants were awarded to eight organizations: Immigrant and Refugee Community Organization (IRCO), National Alliance on Mental Illness (NAMI), Autism Empowerment, Umpqua Valley disAbilities Network, David’s Harp, Native American Youth and Family Center (NAYA), Disability Art and Culture Project, and OPAL Environmental Justice Oregon.

The Learning Together and Connecting Communities Project aims to strengthen the capacity of communities of people with disabilities to organize, and to build relationships among communities for a broader conversation about disability and race, ethnicity and geography.

HB+HC Organizing Grant Application Period Open!

Northwest Health Foundation is thrilled to announce that our Healthy Beginnings+Healthy Communities Organizing Grant Request for Proposals has been finalized, and the application period for Organizing Grants is now open!

Healthy Beginnings+Healthy Communities Initiative will help communities improve health, from birth to high school, by 2020. Organizing Grants will equip 30 communities (self-identified by geography, identity, and/or experience) to organize themselves in preparation for five-year Community-Based Partnerships by providing $20,000-$30,000 funding per community, as well as creating opportunities to build relationships and gain exposure to essential concepts about early life and health, policy, advocacy, leadership development and other objectives to be identified by participants.

After the year-long Organizing Grant period is over, the 30 self-identified communities will have the chance to apply for five-year Community-Based Partnerships, of which ten will be awarded. These ten communities will receive $50,000 to $150,000 per community each year for five years (for a total of $250,000-$750,000) to build the community alliances that will drive Healthy Beginnings+Health Communities objectives. By 2020, we will have achieved measurable results both in building community capacity for improving health and in making positive improvements to physical, mental, social, and spiritual well-being from pre-birth to ninth grade.

Kaiser Permanente Community Fund Awards $2.5 Million to Improve Health

The Kaiser Permanente Community Fund (KPCF) has awarded more than $2.5 million in grant funds to 20 organizations that improve health in Oregon and southwest Washington. Awarded annually, these grants address the “upstream” or underlying factors that impact community health.

Within the context of health care reform and improved health, the fund currently focuses on three specific social determinants of health: healthy beginnings and early childhood development, educational attainment and economic opportunity. These focus areas were selected for their ability to build on community momentum and their potential for long-term impact.
